　　同志们、朋友们！

　　刚才，吴胜利上将发表了主旨讲话，回顾了中华民族开发利用和管辖西南沙群岛的悠久历史，阐明了中国收复西南沙群岛的深远意义，提出的4点倡议表明了中国政府的一贯立场。收复行动的亲历者、见证人为我们展示了70年前收复西南沙群岛的艰辛和不易，各位专家学者从历史、现实和法理等不同角度，阐述了中国政府南海权益主张的合理性、合法性和正义性，对维护南海和平稳定提出了许多宝贵意见。穿越历史的沧桑巨变，今天，中华民族在中国共产党的领导下，励精图治、奋发进取，经略海洋、维护海权翻开了新篇章。在前进的道路上，我们将义不容辞担当起历史重任，继往开来，接续奋斗，为维护南海长期和平、稳定与发展作出新的更大贡献。

　　——我们推进海洋强国的信心决心毫不动摇、坚不可摧。面向海洋则兴，放弃海洋则衰。中国是一个海洋大国，拥有广泛的海洋战略利益，历史上我们既有“海上丝绸之路”创造的辉煌，也有“片板不许入海”引发的教训。中国共产党总结历史、面向未来，发出建设海洋强国伟大号召，伴随着实现中华民族伟大复兴“中国梦”的发展进程，中国的生存与发展越来越依赖于海洋，安全与利益越来越倚重于海洋，希望与未来越来越寄托于海洋。我们将始终不渝地走依海富国、以海强国、人海和谐、合作共赢的发展道路，通过和平、发展、合作、共赢方式，扎实推进海洋强国建设，努力为中国人民和世界各国人民带来更多的福祉利益，创造更大的繁荣昌盛。

　　——我们捍卫海洋权益的信心决心毫不动摇、坚不可摧。无论过去现在还是将来，海权始终是决定一个濒海国家和民族命运的重要因素。由于复杂的历史原因，中国周边海域特别是南海，是世界上海洋争端最尖锐、资源争夺最激烈、地缘政治最复杂的地区之一。中国人民历来爱好和平，一直以来倡导和坚持走和平发展道路，中国政府始终贯彻“主权属我、搁置争议、共同开发”的方针，愿意同有关方面加强安全对话，加强沟通和协调，努力化解分歧、消除误判。但我们不会放弃正当权益，更不会牺牲国家核心利益。我们始终希望通过加强合作寻求和扩大共同利益的汇合点，为解决海上问题创造条件。

　　——我们建设强大海军的信心决心毫不动摇、坚不可摧。海军是一个国家海洋事业发展的重要战略支撑，是经略海洋的重要战略力量。建设强大人民海军，寄托着中国人民的深情厚望，承载着中华民族的百年夙愿。中国人民海军成立60多年来，经历了从近岸、近海走向远海的历史嬗变，为维护国家主权、安全和领土完整，保障国家和平发展提供了坚强支撑，在履行海上搜救、防灾救灾、航行安全等国际责任和义务方面做出了重要贡献。构建和谐海洋，是人类共同目标。我们建设强大人民海军，就是为了坚决维护国家主权、安全、发展利益，为世界和平发展做出更大贡献。我们建设强大人民海军，就是为了反对霸权、伸张正义，遏制战争、维护和平。我们建设强大人民海军，就是为了更好地保障和维护正当海洋权益，大力发展海洋经济，造福人类，兴利全球。我们建设强大人民海军，绝不走海上霸权道路，永远不称霸，永远不搞扩张。

　　南海既是沟通中国与周边国家的桥梁，也是中国与周边国家和平、友好、合作和发展的纽带，实现南海地区和平稳定和繁荣发展，是中国和周边国家人民的共同愿望和共同责任，符合各国的共同利益，让我们心心相印、守望相助，携手共进、合作共赢，努力把南海建设成为和平之海、友谊之海、合作之海！

　　Concluding Speech at the Commemoration of 70th Anniversary of China’s Recovery of the Xisha and Nansha Islands

　　Comrades and friends,

　　The keynote speech of ADM WU Shengli reviewed the development and utilization of the Xisha and Nansha islands by the Chinese nation since long time ago, elaborated the profound meaning of the recovery of these islands, and proposed 4 initiatives which reiterated the Chinese government’s consistent position. The veterans and witness recalled to us the hardships in the recovery 70 years ago, while experts and scholars approached, from angles of history, reality, and jurisprudence, the rationality, legitimacy, and justice of Chinese government’s claim of rights and interests in the South China Sea, and gave valuable advices on maintaining peace and stability in the South China Sea. Having gone through all the vicissitudes, the Chinese nation, working with stamina for a prosperous country, has turned to a new page of managing the ocean and safeguarding maritime rights and interests under the leadership of Chinese Communist Party. On the way forward, we will be ready to shoulder historical responsibility and forged ahead with continuous effort to contribute more to the sustained peace, stability, and development of the South China Sea。

　　Our resolution and confidence to build a maritime power is unswerving and unbreakable. Countries prosper by resorting to the ocean, and decline as turning away from it. As a country with vast sea territory, China has extensive strategic interests at sea. In history we created the glory of “maritime silk road”， and also, suffered bitterness caused by the ban on maritime trade. Learning lessons from history and looking forward into the future, the CCP made a strong call for building the country into a maritime power. Along with the fulfilling of the dream to rejuvenate the nation, the survival and development, security and interests, and hope and future of China rely increasingly on the ocean. We will pursue unswervingly a way of development that enriches and prospers the country by relying on the ocean, sustains harmony between human and ocean, and creates win-win results by cooperative effort to promote the building of a maritime power and make effort to benefit Chinese people and the world people as a whole with a more broad prosperity。

　　Our resolution and confidence to safeguard maritime rights and interests is unswerving and unbreakable. Sea power has always been a key factor to decide the destiny of a maritime country or nation whether in the past or at present. As of complicate historical reasons, the surrounding waters, particularly the South China Sea, see the most acute maritime disputes, most fierce competition for resource, and most complicate geo-politics. The Chinese people always love peace, and advocate and pursue a way of peaceful development. The Chinese government, in line with the principle of shelving differences and seeking joint development while recognizing China’s sovereignty over the island”， is willing to increase security dialogue with relevant parties, so that to improve communication and coordination, narrow divergences, and clear misperception. Meanwhile, we would never give up legitimate rights and interests, not to mention sacrificing national core interests. We always hope to explore and expand convergence of interests by enhancing cooperation so that to create conditions for solving maritime issues。

　　Our resolution and confidence to build a strong navy is unswerving and unbreakable. Navy gives important strategic support to maritime undertakings and ocean management. The building of a strong navy of the people bears the high expectation of Chinese people and is a long cherished wish of the nation since last century. Since its establishment 60 years ago, the Chinese navy has grown from an inshore to a offshore force and finally proceeded into the ocean. It has offered strong support to defending national sovereignty, security and territorial integrity, as well as ensuring the peaceful development of the country. And in areas of maritime search and rescue, disaster relief, navigation safety, etc., the Chinese navy also has made significant contribution in fulfilling international responsibility and obligation. To develop a harmonious ocean is the common goal of human. By building a strong navy of the people, we are aimed at safeguarding with perseverance our national sovereignty, security, and development interests, and contributing more to world peace. By building a strong navy, we will rise against hegemony, uphold justice, deter war, and safeguard peace. By building a strong navy, we can maintain more effectively our legitimate rights and interests at sea, boom marine economy, benefit mankind and profit the globe. To build a strong navy, we will never seek hegemony or expansion at sea。

　　The South China Sea bridges China with neighboring countries as well as bonds us in maintaining peace, friendship, cooperation and development. To realize peace and stability as well as prosperity in the region is the common wish and shared responsibility of people of China and the neighboring countries, and in line with the common interests of relevant countries. Let’s unite in a concerted effort to build the South China Sea as a sea of peace, friendship and cooperation。
